All of these are to force the shorts to cover, create the shareholders that have hypothecated their shares to demand coverage, make it more difficult to short on-going, and create additional demand.
Though it is very had to prove a naked short, because the actual trading records are only held at the broker level, there is a way to find out which broker is not settling and has over sold.
The goal is for these positions to be fulfilled, or covered, thus reducing the amount of sold stock to the amount that actually is in DTC. It has the side benefit of creating a short squeeze and creating a run in the stock back to fair market values.

Tracking and Analytics

First, tracking is needed for the stock with proper analytics to record every transaction:

- This will enable us to track what is going on in settlements and bad actors/naked shorting from market makers.

- We hire a firm that will track all DTC, NOBO, OBO and settlements that has advanced analytics to figure out all of the naked shorting at an individual trade level.

Strategy

Second, a strategy is developed that includes hiring a legal team to pursue the shorts once revealed.

Execution

Third, a corporate strategy is developed with our team that needs to be executed at the Board level of the issuer that includes a Shareholder Protection plan.
